Yeah, I base that idea off the assumption that all of Goku's techniques are significantly improved upon at SSJ4 moreso than in previous forms. But if we're being technical about it, can't someone be able to sense out the ki of more minor things like plants and bugs? He then adds on, saying that he can't 'transmit' himself to another place if it's deserted (nobody there means no ki to sense out). When Goku explains Instant Transmission to everyone else, he says something like he needs to be able to sense out another's ki at that place in order to well.
